This tax abatement program provides a financial incentive for industrial businesses to expand their facilities, invest in machinery, and hire new employees.
Background
This tax abatement program is available to companies or sites located on industrially zoned land in Clackamas County (To view location of sites please follow the link to the maps below). It offers a tax abatement incentive to companies that want to expand its businesses, add new equipment or build a new facility in the zone. Manufacturing, assembly, fabrication, processing, distribution, maintenance, warehousing, or other industrial firms are eligible. The Enterprise Zone program applies to industrial lands the following areas:
Program Options
The 3-Year Tax Abatement Program
A company will not pay taxes on its new investment if it can:
- Invest at least $25,000 in expanding its industrial capacity.
- Increase its permanent, full time employment by 10% and maintain it for 3 years.
- Pay the new employees at least 150% of the state minimum wage ($12.60 per hour). Benefits can be used to reach this pay level.
- Sign a First Source Hiring Agreement committing the company to consider local applicants for these new positions.
- Pay a filing fee of 0.1% of the new investment.
The 5-Year Tax Abatement Program
A company must meet all of the requirements of the 3-year program. To receive 2 additional years of tax abatement it must also offer a much higher compensation package for the new jobs it creates.
- The jobs created must pay 150 percent of the average County wage (at least $29.18 per hour). Benefits can be used to achieve this salary.
- The increased employment level and higher wages must be maintained for 5 years
