A Brief History of our Program
The Victim Services Program was first conceived in Community Corrections in 1998, upon the adoption of the Department’s new Mission Statement which, in part, seeks to “pursue the restoration of losses to victims and communities.” This statement represents a strong commitment to the rights and needs of both the crime victim and the community throughout the management of an offender’s re-entry back into society.
Who We Serve and How We Work
In order for a crime victim to receive services from our program, either they, or the offender has to be a resident of Clackamas County. The offender can still be incarcerated, or already out and on supervision.
There are no set rules for how a crime victim will feel when the offender is released from jail/prison. Therefore, our program was designed to offer high-quality, individual care to best meet a victim’s specific needs and concerns.
The following is only a sample of the services we can provide:
Notification
At the crime victim’s request, we can notify them regarding
- an offender’s release or escape from jail/prison
- The conditions of an offender’s parole/post-prison supervision
- An offender’s court hearings, sentencing orders, and court-ordered financial obligations
Protection
We are dedicated to empowering crime victims through strategic planning and preparation for the time when an offender is released back into the community. We will
- Provide access to current offender information (allowable by law), like a recent photograph
- Assist with applying for a Restraining and/or a Stalking Order, and maintaining enforcement of a No Contact Order
- Develop safety plans for crime victims and their families.
Restoration
Restoration is an attempt to “make things right.” For Community Corrections, this means holding offenders directly accountable to the people they have violated, restoring the emotional and material losses of the victims, and providing a range of opportunities for dialogue, negotiation, and problem solving, which can lead to a greater sense of safety, and recovery for the crime victims and for the communities in which they live.
- Offenders participate in community service projects which are valued by the community
- When appropriate, offenders face the personal harm caused by their crime through victim offender mediation or by listening to a victim panel talk about their experiences with crime and how it has affected their lives
- Restitution is a top priority for offender supervision in Clackamas County
