EMPLOYEE ASSISTANCE PROGRAM

PURPOSE: To provide County Employees with information about access and availability of benefits through the Employee Assistance Program.

SCOPE: This policy applies to all benefits-eligible employees.

POLICY STATEMENT: Clackamas County is committed to providing a work place that offers support for its employees and their families in confronting personal and job-related problems. As part of their commitment towards valuing employees, the Board of County Commissioners has endorsed an Employee Assistance Program (EAP) for employees of Clackamas County and their dependents. The Employee Assistance Program recognizes mental health, alcohol and drug abuse, and family issues can have a significant effect on an individual's performance on the job. An Employee Assistance Program is an essential resource for those employees attempting to access necessary assistance.

The Employee Assistance Program is committed to helping County employees find appropriate resources and services. The Employee Assistance Program services are provided by Horizon Health EAP and offers no-cost or low-cost treatment to interested employees and their eligible dependents.

An EAP brochure is distributed to each new employee at the new employee orientation. Additional copies are available from the Department of Employee Services Risk & Benefits Division. Please refer to the EAP brochure for additional information.

CONFIDENTIALITY

Above all, confidentiality is of utmost importance in providing EAP services to County employees and their dependents. Horizon Health EAP is a third party administrator and does not share employee information with the County. Your calls and all counseling services are completely confidential. Information will be released only with your permission or as required by law.

ELIGIBILITY FOR EAP

Any regular full-time or part-time employee who works twenty (20) hours or more per week or job share employee who works at least 18.75 hours per week is eligible for EAP services. Probationary employees qualify for treatment options and financial assistance the first of the month following two (2) full months of employment. An employee's spouse or domestic partner and the qualified children of the employee, spouse or domestic partner are also eligible, subject to the specific benefit provisions. Temporary employees are not eligible for full EAP services, but may receive information and referral to appropriate agencies for assistance.

PROGRAM ADMINISTRATION/BENEFITS

The EAP is administered by the County Risk & Benefits Division who contracts services with Horizon Health EAP. Counseling and treatment services are funded primarily through the County's insurance carriers and supplemented through the Employee Assistance Program Fund. When services are provided by Horizon Health EAP Services, the EAP may provide coverage for expenses not covered by the individual's group health plan. EAP will also assist with transition and referrals to group health plan professionals.

OUTPATIENT TREATMENT: The program benefits provide services for acute treatment. The specific treatment service benefits are: Outpatient counseling - up to six (6) sessions for individual or family therapy and unlimited telephone consultation.

Questions regarding benefits, service limits and plan exclusions should be directed to the EAP/Wellness Program Coordinator or Benefits Manager.

ACCESS TO EMPLOYEE ASSISTANCE SERVICES

Accessing the EAP will provide the employee with a variety of available services. First and foremost, a Member Advocate provides an information and referral service to assist employees on accessing available services. Mental, emotional, and family counseling, as well as drug and alcohol counseling and treatment are provided. A referral may also be made if the employee requests financial counseling services such as credit and consumer debt counseling. The Horizon Health EAP also offers a 24-hour crisis line for crisis intervention and prevention. Be sure to identify yourself as a Clackamas County employee when making an assistance request.

What is the EAP?

The EAP (Employee Assistance Program) is an employee pre-paid counseling benefit available to you. You or your family members can receive confidential counseling.

How do I use the EAP?

When you call you will talk to master’s level Member Advocate from Horizon Health EAP Services. The Member Advocate will confidentially consult with you over the telephone and help you find solutions and resources to meet life’s challenges. The Member Advocate will provide you with consultation, resources, an action plan and information to help you address your issue. You may also receive referrals to support groups, community resources a Horizon network counselor or your health plan.

How is counseling helpful?

Sometimes problems are hard to solve alone. Member Advocates are highly trained to help you identify, clarify, and assist you in solving problems in your home or work life.

Who are the counselors?

Horizon Health EAP Services has a national network of counselors available. Counselors are licensed in their field and have demonstrated professional skills in a broad range of specialty areas.

Is this confidential?

Yes. Conversations with your counselor are entirely confidential. Counselors are bound by law to keep information private.

Who can use EAP?

Just like your health insurance, anyone in your family is eligible to use the EAP.
