Passport Processing
The U.S. State Department has designated Clackamas County Records Management to be a passport application acceptance facility (passports are not issued from here). First time applicants, minors, and those seeking to replace a lost or stolen passport must apply in person. Minors 17 years old and younger must have parental consent.

- No appointment necessary
- Fees payable by check or money order only
- No cash, credit or debit cards accepted
- Passport fees and County fees are payable by separate checks or money orders
- Passport photo services are available at this location

How long will it take to receive a passport?
Routine Service: Up to 6 weeks from application submittal until passport received.
Expedite Service with Overnight Delivery: Up to 3 weeks from application submittal until passport received: Customer pays overnight postage fees. Customer must also provide proof of travel (itinerary or tickets, for example).
If traveling within the next 13 days, customer must schedule an appointment with the Seattle Passport Agency by calling 1-877-487-2778.
First-Time Applicants: Each passport applicant MUST apply in person and present:
- Proof of U.S. Citizenship (state-issued certified birth certificate, or, certificate of naturalization)
- Proof of Identity Photo identification ages 14 and older (may be asked to show two pieces of photo id)
- Children age 17 and younger must have parental consent
- Two passport photographs (passport photo services available here)

Applicants age 15 and younger
Both parents or legal guardians must:
- Bring child and certified copy of the child’s birth certificate or certificate of naturalization and
- Present evidence that they are the parents or guardians and
- Show valid photo identification (two pieces may be requested)
If the second parent is not available to sign, the appearing parent must:
- Do the above and
- Present evidence of:
- Certified documentation of sole legal custody of the child or
- Notarized written consent (form DS-3053) of the other parent for the issuance of the passport or
- Written statement explaining why non-applying parent’s consent cannot be obtained.
