Clackamas County Energy Assistance Program
Low-Income Home Energy Assistance Program (LIHEAP)
This federal program is funded by Congress each year as part of the federal budget. Priority groups for the program are persons age 60 and over, persons with disabilities, and families with children age 5 and under. The program provides assistance with winter heating including oil, natural gas, electricity, wood and pellets. LIHEAP opens on December 1, as funding allows.
Oregon Energy Assistance Program (OEAP)
Clackamas County residents who are customers of Portland General Electric may be eligible for this state program, which is funded by a ratepayer meter charge. Priority groups are those PGE customers who have had their power shut off; who are in danger of having their power shut off (shutoff notice, past due notice, or arrearage); and those who have never before been served by the Energy Assistance Program.
Oregon HEAT
This private non-profit organization helps low-income Portland General Electric customers in crisis situations pay their winter utility bills so that their service will continue. The Clackamas County Oregon HEAT program is funded by Portland General Electric and donations from PGE customers. Eligibility is based on income and need.
Oregon Low-Income Gas Assistance (OLGA)
Clackamas County residents who are customers of Northwest Natural Gas may be eligible for this program, which is funded by a ratepayer meter charge.
Gas Assistance Program (GAP)
Clackamas County residents who are customers of Northwest Natural Gas may be eligible for this program, which is funded by contributions from Northwest Natural Gas customers.
